OLYMPIA – The 9th U.S. Circuit Court of Appeals issued a
ruling yesterday that places much of Washington’s beer and wine
distribution system in jeopardy, but Washington lawmakers vowed
today to work in the 2007 legislative session toward a solution.

Bill clarifying voter challenges on way to
governor’s desk
OLYMPIA – After nearly 2,000 voter challenges were filed
in King County before last fall’s election – and the resulting
uproar that led to the eventual withdrawal of many of those
challenges – a bill sponsored by Sen. Jeanne Kohl-Welles,
D-Seattle, to clarify voter challenge procedures has cleared the
Legislature with a single dissenting vote.

Landmark agreement announced on unemployment
insurance bill
OLYMPIA – A breakthrough was achieved today as Democratic
and Republican leaders in the Senate and House of Representatives
announced agreement on Senate Bill 6885 to make permanent changes in
the way in which unemployment insurance benefits are calculated.

Graffiti is a local matter
Alan Lancaster’s reaction (“Fed up with graffiti,” Feb. 8) to a
letter I personally sent him points to the crux of the graffiti
issue: It doesn’t make any difference how stiff the penalties are
for creating graffiti if there isn’t adequate enforcement – or if
cleanup doesn’t quickly follow. Unfortunately, his response didn’t
completely characterize my letter to him, including its indicating
that I believe everything to be just fine.

Bill to eliminate discriminatory language in
homeowner covenants passes Senate
OLYMPIA – Despite being ruled unenforceable by law and the
courts, racial covenants continue to be part of homeowner
association documents for neighborhoods in Seattle and across the
state. Senate Bill 6169, sponsored by Sen. Jeanne
Kohl-Welles, D-Seattle, would give homeowner associations the
teeth they need to strip such language from their governing
documents. The bill passed the Senate unanimously today.

OLYMPIA – That glass of wine and stein of beer will go
down easier, thanks to a bill unanimously passed by the state Senate
today. Senate Bill 6823 would let out-of-state wineries and
breweries get their products to retailers by the same means that
in-state producers use.
