A patient walks into a clinic with a broken arm. The
patient’s primary care doctor is booked solid. Although the
clinic has two other medical doctors, the patient is told
the insurance provider won’t allow him to see the other
available physicians. That’s because his health insurance —
the coverage the patient pays monthly premiums for — only
extends coverage if a patient is seen by the assigned
primary care doctor.

or health decisions, a court can appoint a guardian to help in
managing his or her affairs.

Franklin’s bill would extend health coverage to
foster youth older than age 18
OLYMPIA – Delilah Bruskas was 5 years old when she was
placed in foster care. To this day, she doesn’t know why she was
separated from her mother and siblings. When she “aged out” of
foster care at age 18, she struggled emotionally. Because the state
left her without health care coverage, there was little she could do
to address her mental health needs.

Breastfeeding mothers would gain employer
support through Franklin bill
OLYMPIA – From brain to bowel, breastfeeding is best for
baby. And it isn’t just good for babies, it’s good for mothers too.
So if the best food for infants is human breast milk, why aren’t
more employers “infant friendly,” providing a private area, other
than a restroom or break room, for expressing milk or for rinsing
breast-pump equipment?

to carry standard liability insurance. Although drivers need this
protection in case of a fender-bender or worse, many people don’t
have automobile liability insurance simply because they can’t afford

education, health care issues
OLYMPIA – It’s as much a part of the legislative landscape
as the lobbyists and pages: busloads of ordinary citizens come to
the Capitol Campus in Olympia armed with information packets,
legislative agendas and an appointment to meet with their lawmakers.
Sen. Rosa Franklin, D-Tacoma said that organizations that
sponsor legislative days provide citizens with valuable information
and the opportunity to effectively lobby their legislators.

Washington should have income tax for fairness,
stability
We need to have a conversation about a topic that no one likes to
talk about: taxes. Specifically, a state income tax.
The debate over a state income tax is complex and studded with
technicalities and numbers. And even when, as it seldom does, the
discussion moves beyond the details, there’s been the gut reaction
that most of us have when we talk about paying taxes. No doubt about
it, the road to tax reform passes over a lot of hills. But those of
us who advocate it aren’t giving up, even when the going gets rough.
