short reprieve as the Washington State Department of Health pledged
to temporarily continue a program threatened by cuts in the federal
Title V Maternal and Child Health Block Grant. The program teaches
parents feeding techniques for infants born with cleft lips and
cleft palates, and helps families find specialized maxillofacial

professionals, and a representative of Washington nursing homes to

rate hikes that are being granted to some insurance carriers by the

hospitals won’t enjoy unfair advantage
It’s always fulfilling to see your bill of yours signed
into law by the governor, but it felt extra fulfilling this
week when Gov. Chris Gregoire signed Senate Bill 5398.
As a former chairman of the board of Empire Health Services and
Inland Northwest Health Services, I have long known how important it
is that we maintain a level playing field between community
hospitals and specialty hospitals.

An historic breakthrough for our schools and our children’s
futures
The Senate made dramatic progress this week with the passage of
House Joint Resolution 4204, which will give voters the
opportunity to choose whether Washington should abandon the
longstanding 60 percent supermajority requirement to pass school
levies in favor of a simple majority, or one vote more than 50
percent. There are three important things to keep in mind.

Paging combines public service with
education in government
When the Legislature is in session each year, about 50 teens,
ages 14 to 16, come to Olympia each week to learn about the
legislative process as pages. It’s a both a privilege and a pleasure
to sponsor the young men and women who spend a week as pages. These
students not only provide a valuable public service, they make
themselves more effective citizens by learning how our state

Spokane’s prime interests are met by Senate
budgets
The Senate released its proposed capital, operating and
transportation budgets this week, and I’m happy to say the spending
choices address Spokane’s most pressing needs. Did we get everything
on our wish list? No. But we received the money we need for our
biggest priorities. And in an era when budgets are so lean and
spending so tight, that’s more than a lot of districts can say.

rock!
I had the pleasure last week of honoring two champion teams with
resolutions on the Senate floor. The Ferris Saxons boys basketball
team and the Lewis and Clark Tigers girls basketball team each won
state titles this month.

Senate passes Marr bill to extend health care
to uninsured children
OLYMPIA — Uninsured children across Washington are a step
closer to health coverage with the Senate’s passage today of a
measure to extend coverage. Senate Bill 5093 passed the Senate on a
38-9 vote, with two excused, and now goes to the House of
Representatives for consideration. If it passes the House, Gov.
Chris Gregoire is expected to sign it into law.

OLYMPIA – Asian Americans, the second largest ethnic group
in Washington, now hold more Senate seats than at any other time in
state history. Sen. Paull Shin, D-Edmonds, Sen. Chris Marr,
D-Spokane and Sen. Steve Hobbs, D-Lake Stevens, reflect
the growing Asian presence in the Senate. Shin is a Korean-American;
Marr and Hobbs are both Japanese-Americans.
